State Early Learning Advisory Councils

The American Recovery and Reinvestment Act provided $100 million to support the work of state Early Learning Advisory Councils, or ELACs, created by the 2007 Head Start reauthorization. Councils are multi-stakeholder advisory bodies, which provide foundations for each state to advance a birth-through-third-grade learning system. State applications are due August 1, with council work continuing from there.

State Early Learning Advisory Councils provide an opportunity for states to develop comprehensive systems of early childhood education and care to increase school readiness and later school success.

The councils also present a high-level opportunity to advance the birth to third frame, with one of the goals being reading at grade level by the end of third grade.
